The biggest change to F-1 status in decades takes effect September 15

For as long as most international students can remember, an F-1 visa came with a simple promise on your I-94: D/S. Duration of Status. As long as you were enrolled and compliant, you had permission to stay. No expiry date, no separate extension filings.

That framework is ending.

On July 17, 2026, the US Department of Homeland Security published a final rule replacing duration of status admission for F-1 students with admission through a fixed expiration date. The rule takes effect on September 15, 2026, with F-1 students admitted for the length of their program up to a maximum of four years.

What actually changes

  1. 1A fixed date replaces open-ended status. F-1 and J-1 travellers will generally receive a specific 'Admit Until' date on Form I-94 instead of D/S, covering the program period shown on the Form I-20, up to a maximum of four years.
  2. 2Your grace period gets cut in half. After finishing a degree, you have 30 days instead of 60 to prepare for departure, apply for OPT, or change status. If you have watched a classmate use most of that 60-day window just to finalise an OPT decision, you already understand what halving it means in practice.
  3. 3Two processes instead of one. OPT and STEM OPT have not been eliminated, but you may need to manage two separate immigration processes: authorisation to work, and authorisation to remain. Many F-1 students will need an extension of stay on top of an employment authorisation document, which creates more room for delayed start dates and interrupted employment.

The transition relief, and the deadline attached to it

There is protection for students already here, but it comes with a hard date.

A qualifying transition student who files Form I-765 on or before March 18, 2027 generally will not need to file a separate extension-of-stay application for that practical training period. If USCIS approves the application, you may remain through the EAD expiration date plus 60 days. To qualify you must have been in duration-of-status admission on September 15, 2026, be present in the United States, and be maintaining status.

DHS has reserved the authority to extend the March 18, 2027 deadline in six-month increments. Do not plan around the assumption that it will.

The travel warning nobody is saying loudly enough

This is the part that catches people.

International travel after the effective date can move a current D/S holder into the fixed-date system. Employers should not assume that a student who qualified for transition relief before departure keeps that treatment after readmission.

If you are on D/S now and planning a trip home this winter, that trip may cost you your transition protection. Get individual advice before you book.

One more cost increase

The USCIS filing fee for Form I-765, used for both initial OPT and STEM OPT extensions, has risen from $1,685 to $1,780. USCIS rejects applications submitted with the wrong fee, and a rejection inside a narrow 30-day window can have serious status consequences.

What this means for your job search

The strategic takeaway is simple: your timeline just got tighter, and the cost of a slow job search went up.

A 30-day grace period means the gap between graduation and a decision is now measured in weeks, not months. Students who start applying six months before graduation will be fine. Students who wait until after walking across the stage will be filing under pressure with a much smaller margin for error.
